country.<\/p><p data-start=\"255\" data-end=\"541\">For agents working in Prime Central London, this isn\u2019t just another piece of legislation to absorb. It\u2019s a structural shift in how tenancies are agreed, managed and, crucially, ended. And with implementation expected from 2026, the time to understand the detail, and the nuance, is now.<\/p><h3 data-section-id=\"1ov8u0f\" data-start=\"543\" data-end=\"601\">A move away from fixed terms\u2014and towards flexibility<\/h3><p data-start=\"602\" data-end=\"701\">At the heart of the Act is a fundamental change: the end of fixed-term assured shorthold tenancies.<\/p><p data-start=\"703\" data-end=\"803\">In their place, all tenancies will become periodic\u2014rolling month to month, with no defined end date.<\/p><p data-start=\"805\" data-end=\"1043\">On paper, this gives tenants greater flexibility. For example, landlords will not be able to evict tenants in order to sell or move back in within the first 12 months of a tenancy.<\/p><p data-start=\"1763\" data-end=\"1909\">For agents, this reinforces the importance of getting the tenancy right at the outset, from tenant selection through to clear expectation setting.<\/p><h3 data-section-id=\"rsri97\" data-start=\"1911\" data-end=\"1975\">Rent setting becomes more transparent\u2014and more scrutinised<\/h3><p data-start=\"1976\" data-end=\"2026\">The Act also introduces clearer rules around rent:<\/p><ul data-start=\"2028\" data-end=\"2204\"><li data-section-id=\"zmx9kv\" data-start=\"2028\" data-end=\"2066\">Increases limited to once per year<\/li><li data-section-id=\"7kiotz\" data-start=\"2067\" data-end=\"2127\">A formal notice process with at least two months\u2019 notice<\/li><li data-section-id=\"1kratrp\" data-start=\"2128\" data-end=\"2204\">The ability for tenants to challenge increases deemed above market level<\/li><\/ul><p data-start=\"2206\" data-end=\"2371\">Alongside this, rent bidding will be banned. Properties must be marketed at a clear asking price, and accepting offers above that figure will no longer be permitted.<\/p><p data-start=\"2373\" data-end=\"2507\">In competitive London markets, where sealed bids and upward pressure have been part of the landscape, this represents a notable shift.<\/p><p data-start=\"2509\" data-end=\"2646\">For agents, it places even greater emphasis on pricing accuracy and market evidence, areas where high-quality data becomes indispensable.<\/p><h3 data-section-id=\"1c5bftv\" data-start=\"2648\" data-end=\"2685\">A more tenant-centric framework<\/h3><p data-start=\"2686\" data-end=\"2782\">The Renters\u2019 Rights Act is, at its core, designed to give tenants greater security and fairness.<\/p><p data-start=\"2784\" data-end=\"2798\">This includes:<\/p><ul data-start=\"2800\" data-end=\"3005\"><li data-section-id=\"1ga2nkf\" data-start=\"2800\" data-end=\"2872\">The right to request a pet (with refusal only on reasonable grounds)<\/li><li data-section-id=\"xex3da\" data-start=\"2873\" data-end=\"2957\">Protection from discrimination, including for those with children or on benefits<\/li><li data-section-id=\"ux9dhx\" data-start=\"2958\" data-end=\"3005\">Greater stability through rolling tenancies<\/li><\/ul><p data-start=\"3007\" data-end=\"3096\">For many tenants, particularly those renting long-term, this will be a welcome evolution.<\/p><p data-start=\"3098\" data-end=\"3228\">For landlords and agents, it requires a more balanced approach, one that carefully aligns tenant experience with asset protection.<\/p><h3 data-section-id=\"w21eo7\" data-start=\"3230\" data-end=\"3287\">Enforcement is tightening\u2014and the stakes are higher<\/h3><p data-start=\"3288\" data-end=\"3355\">Alongside these changes, enforcement powers are being strengthened.<\/p><p data-start=\"3357\" data-end=\"3570\">Local authorities will have greater ability to investigate breaches, and rent repayment orders (RROs) are being expanded, allowing tenants (or councils) to reclaim up to two years\u2019 rent in cases of non-compliance.<\/p><p data-start=\"3572\" data-end=\"3724\">For landlords operating in Prime Central London, where rental values are significant, the financial implications of getting this wrong are considerable.<\/p><h3 data-section-id=\"64u2wz\" data-start=\"3726\" data-end=\"3768\">So, what does this mean in practice?<\/h3><p data-start=\"3769\" data-end=\"3810\">For agents, the role continues to evolve.<\/p><p data-start=\"3812\" data-end=\"4030\">This is a move away from purely transactional lettings towards something more consultative, supporting landlords through regulatory change, advising on strategy, and managing tenancies with greater care and continuity.<\/p><p data-start=\"4032\" data-end=\"4193\">For landlords, it\u2019s a shift towards longer-term thinking. Tenant selection, property positioning and compliance will all play a bigger role in protecting income.<\/p><p data-start=\"4195\" data-end=\"4296\">And for tenants, it marks a step towards greater
